Senedd Cymru | Welsh Parliament

Y Pwyllgor Biliau Diwygio | Reform Bill Committee

Bil Senedd Cymru (Rhestrau Ymgeiswyr Etholiadol)| Senedd Cymru (Electoral Candidate Lists) Bill

Ymateb gan Kym Barlow | Evidence from Kym Barlow

What are your views on the general principles of the Bill and the need for legislation to deliver the Welsh Government’s stated policy objective (to make the Senedd a more effective legislature by ensuring it is broadly representative of the gender make-up of the population)?

It should reflect the SEX make up, not gender.  With gender you could have half males and half trans-identified males and call it 'balanced' where in reality it would be 100% male.  Men cannot be women, trans-identified males do not have the experience of growing up female or have an understanding of the issues we face.  Females deserve proper representation by other females.

What are your views on the system of enforcement and potential sanctions for non-compliance proposed in the Bill?

Rubbish, sex self-identification is not legal, this is an attempt to bring it in through the back door.  WG should comply with legislation.  Stonewall do not make the law.

Are there any potential barriers to the implementation of the Bill’s provisions? If so, what are they, and are they adequately taken into account in the Bill and the accompanying Explanatory Memorandum and Regulatory Impact Assessment?

The barrier is that sex self-id is not legal, it's not fair on women and does not assure of us appropriate representation. Why are you not trying to ensure a proportion of candidates are disabled, or BME, Gender Identity is not a protected characteristic under the equality act.  WG should comply with current legislation.

Are any unintended consequences likely to arise from the Bill?

Inadequate representation of women by men who 'self-identify' as women but are male.  A completely unbalanced govt. Alienating the women of Wales who will know WG are treating us as secondary and not important.

What are your views on the Welsh Government’s assessment of the financial and other impacts of the Bill?

What are your views on the balance between the information contained on the face of the Bill and what is left to subordinate legislation? Are the powers for Welsh Ministers to make subordinate legislation appropriate?

Legislative incompetence

Do you have any views on matters relating to the legislative competence of the Senedd including compatibility with the European Convention on Human Rights?

ECHR do not recognise sex self-identification, westminster do not recognise sex self-identification, the majority of people in wales and the rest if the world do not believe that humans can change sex.

Do you have any views on matters related to the quality of the legislation, or to the constitutional or other implications of the Bill?

You will alienate the women of wales, sex self-identification is not legal or moral.  We will not stand for this, we will ensure we have appropriate representation.

Are there any other issues that you would like to raise about the Bill and the accompanying Explanatory Memorandum or any related matters?

Sex self-identification is not legal.  This is being pushed by an elite minority to further the interests of another elite minority.  This doesn't respect the women of wales though you will make stonewall very happy.  You answer to us, not stonewall.

Anything else?

WOMAN: ADULT HUMAN FEMALE,

SEX NOT GENDER.

APPROPRIATE, ACCURATE AND FAIR REPRESENTATION FOR THE WOMEN IF WALES

HUMANS CANNOT CHANGE SEX.
